Dear Emergency Managers and other partners,
Rain will become moderate to heavy tomorrow Friday afternoon through tomorrow evening as the remnants of Debby merges with a cold front and tracks across the Northeast. We remain in a Slight to Moderate Risk for excessive rainfall but the moderate risk was trimmed back and is now west of the Capital District. The main hazards include the potential for scattered to numerous flash floods as a result of the moderate to heavy rainfall and high rainfall rates. A Flood Watch remains in effect for the Mohawk Valley and southern Adirondacks tomorrow morning through tomorrow night.

Besides the flood potential, the marginal risk for severe thunderstorms has expanded to now cover all of eastern NY and western New England Friday afternoon into Friday evening. Any thunderstorms that become severe can produce locally damaging winds and a few tornadoes.

Please refer to the attached briefing for more details.
