Thanks for the update.
Couple thoughts ;
How to handle replacement of supplies on  BLS  fly cars. Do they get
replaced by AHJ or from some type of town pool of supplies?
Absolutely Chief officer can command from outside and assist or request
additional manpower or resources if needed.
