[Officers] Winter Storm taking aim at parts of upstate NY

Winter Storm taking aim at parts of upstate NY for late tonight and
Tuesday. Storm forecast to rapidly develop on the east coast. 

Highest Threat Area- Catskills to western Mohawk Valley.  potential for
a foot or more of heavy wet snow over the higher elevations. Valleys
would see a plowable snow.  (Conference call for these areas with Albany
and Binghamton at 130 pm also.) 

West of I-81 from Syracuse to Binghamton to Ithaca and Waverly...lesser
snow amounts ranging from little in the valleys to several inches over
the hills. 

In the Finger Lakes to central southern tier of NY...  maybe some light
accumulations on the higher hills on the order of a coating to an inch
or two. 

Impacts...there could be loss of power due to the weight of the snow
combined with lingering leaves on some trees.  Roads could become
slippery...especially higher terrain.
