Attached is the Treasurer's Report for February 19, 2024.  A couple of
things.  We passed a resolution last month to amend the 2023 budget to
allocate some of the Auction Proceeds to reserve accounts.  However, since
the funding occurred in 2024, this is kind of like an encumbrance, where
the 2024 budget needs to be amended for the item "ordered in 2023, yet
received in 2024".  Since I never dictated at the December 2023 meeting
exactly how I was going to allocate the proceeds, we need to treat the item
as if we never allocated it, thus creating more unrestricted fund balance
as of December 31, 2023.  Thus I have proposed a motion to rescind the
prior months 2023 resolution related to the Auction Proceeds, and have
proposed a corrective motion to properly transfer the proceeds to the
respective reserve accounts.  There are a couple of other more standard
budget amendment motions as well.

I will be completing the annual report for the State Comptroller's office
over the weekend, and will have an un-audited unrestricted fund balance
figure as of December 31, 2023.  I will be generating a spreadsheet,
similar to the one I do every year to show what the balance is, what our
maximum allowable amount is, and how we currently are disposing of any
excess unrestricted fund balance.  I will be providing this spreadsheet to
everyone at the Board meeting.  As a reminder, we do not have to dispose of
the excess until the amount is actually audited by our CPA firm.  However,
the amount that I will calculate will be either spot on, or extremely close
to the audited figure.

At the very end of the report, I have included a Balance Sheet, A Profit
and Loss statement, a Budget Analysis and a schedule of encumbrances for
the 2023 year.
